Layer 1 — Physical Layer

IT and Network Solution (ITNS.NET SRL) designs and builds the physical foundations of modern electronic communications networks. The Physical Layer — also known as Layer 1 — represents the core infrastructure that ensures high-speed, long-distance, and stable data transmission across optical networks. This is where every successful digital service begins: in the quality of the fibre routes, passive components, and precise engineering that link people and businesses together.

Comprehensive Layer 1 Capabilities

Our engineers manage the full lifecycle of Layer 1 network projects — from concept to commissioning — in compliance with local and international standards (ETSI, ITU-T G.652/G.657, IEEE 802.3, and national construction norms). We combine in-depth field experience with the use of GIS, AutoCAD, and fibre-planning tools to design resilient, scalable infrastructures.

Our core activities at Layer 1 include:

  • Requirement verification: analysing client objectives, target coverage areas, bandwidth demands, redundancy goals, and compliance with regulatory frameworks.
  • On-site analysis and primary data collection: conducting detailed field surveys, route tracing, topographic measurements, and geotechnical studies to ensure design accuracy and cost efficiency.
  • Optical infrastructure design: developing complete technical documentation — route maps, fibre distribution plans (ODF, FDT, FDH), splice diagrams, duct layouts, and pole utilisation schemes — using advanced CAD and GIS software.
  • Coordination and permitting: preparing and submitting project documentation for approval by municipal, regional, and national authorities, in accordance with ANRCETI and construction regulations.
  • Construction and implementation: executing trenching, micro-trenching, duct and cable installation, splicing, termination, and OTDR testing. All works are performed to ensure minimal environmental impact and long-term durability.

Deliverables & Quality Assurance

Every Layer 1 project is delivered with complete as-built documentation, test results, and acceptance protocols. We apply ISO 9001:2015 and occupational safety standards throughout construction. Our quality control procedures include OTDR trace verification, insertion-loss testing, and physical inspection of closures, ducts, and handholes.

The outcome is a fully verified, ready-for-activation optical network — engineered for longevity and seamless integration with active equipment at Layers 2 and 3. With proper documentation and certified testing, the network is prepared for immediate commercial use or regulatory submission.
